I continue to focus on addressing various issues such as infrastructure development, affordable/attainable housing initiatives, improved public safety measures, and economic development strategies. I am dedicated to listening to the concerns of our community and working collaboratively to build a brighter future for Ceres. No PLAY WITH WORDS, NO LIES, NO MISUNDERSTANDINGS. As a dedicated and strong advocate for the City of Ceres, Councilmember Rosalinda
has consistently demonstrated her commitment to responsible governance and community development.
• Voted against a $500,000 gazebo project in 2023, prioritizing more pressing needs. I did vote to approve the $200,000 grant for the gazebo, as I do not feel we should be using our city funds or majority of our ARPA funds on the gazebo. I am comfortable with using grant money to complete projects in Ceres.
• Voted against reducing APRA funding for police equipment and LPRs in 2023,
ensuring public safety remains a top priority.
• Supported Code Enforcement Officers with ARPA funds in 2023.
• Requested cameras installed at the local parks to address homeless living in the parks
(within state legal parameters) and address the illegal activity. (This was never put on an agenda by the mayor, as it was not important to him.) Ceres Courier Article
• I consider myself financially conservative. It's important to limit spending if the money is not available.
• Worked with Public Workers to increase street lines, and add signs to the Curve on Herndon in 2023. After numerous accidents it import we take steps to address road safety. Not every situation warrants major changes, but minimal changes, such as increased lighting, signs and street lines can be simple, low cost solutions.
• Met
with a representative from Chik Fli A about possibilities in Ceres. City Staff followed up with possible locations. Don't be surprised if you see them start development at a location in South East Ceres. Although comments made by other elected officials did effect negotiations, we are still hopefully. I do appreciate everyone that called and advocated. It helped the conversation. Same emails and discussions have started with other stores, such as Trader Joe's and Marshalls.
• Collaborated with Project Yes & TNT Fireworks to support local young adult jobs. TNT is pleased to have some of the same employees from last season. (2023, 2024)
• Voted to redesign the Service Road corridor at a significantly less costly plan in 2024.
• Asked for local unions, business and contactors when we upgrade our Wastewater treatment plant. 2024
• Implemented speed trailers to access traffic data on key roads and problem areas in District 2.
• Increased visibility of Ceres by connecting with over 50 investors and brokers about potential housing developments, including transitional and affordable housing projects, and meeting with Senator Alvarado-Gil and Assemblymember Alanis about our housing needs. (Townhall July 9, 2024) Also started working with Stanislaus County Affordable Housing to turn Tuscany Village into low-income homes for purchase by middle class working families.
• Engaged with various businesses (large and small) to promote growth, including restaurants, sports centers, and retailers.
• Coordinated with Stanislaus County CARE to provide homeless resources to Ceres, resulting in weekly outreach services every Wednesday since 2023.
• Collaborated with Stanislaus Equity Partners (STEP) to provide free trainings for new businesses at the Ceres Community Center in 2023 and 2024.
• Coordinated presentations and partnerships with Haven Center in March 2023. I continue to be a sponsor of Haven Center. (As a victim of domestic violence, I know the importance of having a safe spot when it's safe to get out of the situation.) 2024 donation business sponsor for their donor appreciation event.
• Coordinated with United Way of Stanislaus County to provide FREE tax preparation & filing at the Ceres Community Center during March & April 2023 & 2024.
• Participated & attended the Big Valley Grace annual waffle breakfast in October 2023.

• Participated & attended 2 Gen (Shelter for homeless, single mothers with children) meeting with Ceres Partnership for Healthy Families to continue the collaboration and effort of helping our community.
• Attended press conferences in Sacramento and Washington D.C. to advocate for public safety, addressing the fentanyl issues in the community, increasing penalties for rape,
and supporting local grants at the IRA summit in Washington D.C. in 2023.
• Attended the special Turlock Irrigation Academy
to enhance understanding of irrigation and electrical supply management in Ceres in 2024
• Met with Business License vendor (Avenu)
to address various issues and make Ceres a business-friendly location, overcoming barriers in 2024. I created the form in Spanish for new businesses.
• Worked with Stanislaus County Supervisor Channce Condit to get permission for Ceres Garden Club to plan a butterfly garden
at Ceres Library. Started in 2023 and garden was planned at the Love Ceres Event in 2024.
• Worked with the Planning Department to ensure business applications are available in multiple languages, making it easier for entrepreneurs to start and grow their businesses in Ceres in 2024.
• Coordinated with Stanislaus County CARE/Turning Points for homeless outreach and case management. Continued coordination, including increased collaboration. Getting the homeless off the streets and into the appropriate location or shelter is important to the community. I met with Casey Armstrong in June 2024 about increased case management to the homeless in Ceres.
• Instead of criminalizing homelessness and implementing punitive laws, it's more effective to provide supportive case management services to individuals experiencing homelessness. These services would focus on addressing the root causes of homelessness, such as poverty, mental health issues, and substance abuse, and connect individuals with necessary resources and support to help them regain stability and housing.
• June 2024, approved park equipment for children with disabilities after the request of several community members in 2023.
• Confirm adequate budget for public safety prior to approving the budget
which decreased the prior year budget of approximately $53,000 a month in police overtime, even when fully staffed and no major events. Police Officer overtime now has to be approved.

* Street Crimes Unit - This would be implemented using CCP/AB 109 funds. Discussion have already started with the county. With the help of Chief Perry and the County Board of Supervisors, I hope to see this transition soon. I have been working on this project since elected in 2022. The recent state budget reduction has made this more difficult.
